GSA Thomas S. Foley Federal Courthouse Modernization

The Thomas S. Foley U.S. Federal Courthouse Modernization upgraded critical building systems and secure facilities while maintaining full courthouse operations through complex phasing and nighttime construction.
The Thomas S. Foley U.S. Federal Courthouse Modernization was delivered using a Design‑Build approach in partnership with the GSA and Hill International. The project involved replacing and upgrading all mechanical, electrical, and lighting systems throughout the 301,000 SF, nine‑story facility, along with demolition and tenant improvements for the U.S. Marshal’s Service. Additional scope included a secure elevator, vehicle sally‑port detention cells, and related detention equipment. Work was executed through a multi-phased, fast-track process, with the majority of construction performed at night to keep the courthouse fully operational during business hours. Due to the number of stakeholders and tenants, a dedicated liaison was assigned to manage communication and coordination throughout the project. The modernization is projected to achieve LEED EB Silver certification.
