The SNO911 Emergency Communication Center was delivered as a Progressive Design‑Build project that transformed two existing office buildings into a fully hardened public safety facility totaling more than 90,000 SF. The center was designed to support 47 emergency service agencies across Snohomish County, providing centralized communication and coordination for both daily operations and large‑scale emergencies.
The project required extensive upgrades to ensure continuity of operations under crisis conditions while working within the constraints of existing structures, limited site access, and a highly engaged ownership group. Close collaboration, detailed planning, and strategic phasing were essential to completing this adaptive reuse project and delivering a secure, resilient facility for regional emergency response.
